On behalf of the Committee of the Diocesan Home and Orphanage for European and Eurasian children, I have the honour to make the following statement and application, to be laid before His Excellency the Administering the Government.
The building in which the above Institution is held, was erected in 1862, on land given by the Government as a free grant, for the purpose of giving a Christian Education to girls of purely Chinese extraction. After however, through some deficiency in the management, the character of the institution was altered in 1870 to be a Home and Orphanage for destitute European children, of both sexes, and also for the reception and education of Eurasian children of both sexes.

Since the year 1890, 230 boys and 55 girls have been received from all parts of the Coast of China, but chiefly from Hongkong. The boarders' ages vary from 3 to 17 years. Former pupils occupy positions of trust in the Government Service, Chinese Customs, Docks, Insurance, Telegraph, and Merchant Offices and stores. Two have entered the Medical College at Sientin and have won prizes there.

For lack of proper accommodation, girls have not been received as boarders since 1880. The two sexes could not be kept thoroughly apart. Applications, however, are still repeatedly made (two within the past month) to admit girls.
